I think you can do it in Pages? but I'm not 100% sure as I don't use Pages much. It's one of the free apps included in iOS and Mac OS. (Which is not why I don't use it--I just prefer other apps more.)

New thought: search Youtube for videos about using iPad and Pencil 2 for advice on apps that will do what you're looking for. I've learned a lot about using the iPad and the Mac from Youtubers.
