I'd go for a support request (https://www.dreamwidth.org/support/submit), pick "anti-spam" and put in whatever info you've got (link to the journal, whatever info makes it clear it's spamish)
(My vague memory is that they may not take action on an account that's just posting its own stuff without comments elsewhere because it's not actually doing much. But that's something the anti-spam folks can figure out.)
